Seismic retrofitting is a change or modification to an existing structure to make the building more resistant to seismic activity and lateral force.

A soft-story building is a multi-story building that has windows, wide doors, large unobstructed commercial spaces, and other opening in places where shear wall would be required for stability as a matter of earthquake engineering design.

Ordinance #183893 was put into place to reduce structural deficiencies. The buildings that comply with the ordinance can be subjected to structural failure during or after an earthquake. A very similar ordinance was passed in San Francisco in 2013 in response to the 1989 earthquake where numerous soft-story buildings collapsed because they were not designed to withstand the shear (lateral) force of the earthquake.
